Why Is Tiger Balm Illegal? The Ban Myth Explained

Why is Tiger Balm illegal? No, it generally is not. Tiger Balm products are available over the counter in the US and UK. While it is true that there are regulations concerning camphor, there is no blanket ban on the entire brand in those markets. However, an imported jar of Tiger Balm could pose issues based upon what is on the label compared to a product sold in your local market.

It can be confusing to see Tiger Balm on the shelf at a pharmacy and then read that it is “illegal.” This discrepancy often comes down to labelling on the jar. Tiger Balm comes in many forms, including rubs and patches, and a regulation applicable to one formulation will not necessarily be applicable to another product carrying the same name.

Is Tiger Balm actually banned?

The US and UK sources checked for this article give no basis for stating that Tiger Balm is a banned brand. However, this does not mean that every single product manufactured under the name will be legally compliant within every country. Two useful questions are:

  1. What type of product do you have?
  2. Where is it intended to be sold?
Product or situationWhat the evidence shows
US Tiger Balm Ultra Strength ointmentA current public drug label lists camphor 11% and menthol 11%.
UK Tiger Balm Red ointmentThe UK patient leaflet identifies a marketed medicine with camphor 11% and levomenthol 10%.
Higher-camphor overseas formulaDo not assume that availability abroad means it meets US requirements.

Where does the illegal Tiger Balm claim come from?

Camphor restrictions could explain some of the confusion. In addition, there is a documented regulatory history associated with the company. The sources checked here do not establish where the rumour began.

The US camphor limit concerns concentration

The FDA has established concentration limits for camphor in topical products. According to the FDA’s external analgesic monograph M017, camphor in the counterirritant category relevant here may be present at concentrations above 3% and up to 11%. Furthermore, the monograph includes specifications related to permitted combinations and labelling. Meeting the specified concentration limits does not inherently mean that a product meets all regulatory requirements.

Many people lose sight of this critical distinction when they read headlines claiming that Tiger Balm has been banned. The concentration limit on an active ingredient is entirely different from prohibiting every product that contains that ingredient. A high-strength version purchased internationally may contain similar active ingredients as a similar product marketed domestically, but both versions could raise distinctly different regulatory concerns.

Older formulations were changed

An FDA rulemaking document from 1983 records that camphor levels in the referenced products had already been reduced from 25% to 11%, citing Tiger Balm product listings from 1980 and 1981. The agency explained that higher concentrations had not shown greater counterirritant benefit and posed concerns about more serious harm through accidental swallowing.

Although the documentation referenced indicates that the reformulated products were previously developed, it does not indicate that all jars of Tiger Balm were subsequently permanently banned from distribution in the United States in 1983. Unfortunately, articles frequently report ban dates referencing a generic prohibition on the brand without specifying either the products or documentation cited as their reference.

On 19 August 2019, the FDA issued a warning letter to Haw Par Healthcare referencing manufacturing deficiencies, as well as a separate labelling deficiency for Tiger Balm Liniment. Specifically, the liniment contained 28% methyl salicylate and failed to display required warning language for preparations containing significant amounts of wintergreen oil.

While the warning letter represents a legitimate compliance issue for the products and labels referenced therein, it should not be interpreted as an ongoing prohibition against all Tiger Balm products currently distributed. It is a historical record, not a current compliance certificate for a jar on sale today.

Is Tiger Balm legal in the United States?

Tiger Balm has products marketed in the US, including Tiger Balm Ultra Strength. The Ultra Strength label on DailyMed, the public drug labelling database maintained by the National Library of Medicine, was updated in December 2025. It lists camphor and menthol at concentrations of 11% each. The product is intended to temporarily relieve minor muscle and joint discomfort.

DailyMed reports submitted product labelling. A listing is not individual FDA approval of that product. It is, however, a more useful starting point for checking a marketed formula than an undated claim suggesting that all branded products have been removed from US commerce.

From a shopper’s perspective, a recognisable logo does not mean that formulas or instructions are identical for products destined for US and international markets.

Is Tiger Balm illegal in the UK?

According to the manufacturer’s UK Tiger Balm Red website, Tiger Balm Red is a medicine for temporary relief of muscular aches and pains. The manufacturer maintains a UK product page, which is inconsistent with blanket claims that the brand is banned there.

The UK patient information leaflet for Tiger Balm Red lists camphor at 11%, levomenthol at 10%, cajuput oil at 7%, and clove oil at 5%. These are components of this specific product. They are not representative of every product labelled with this name being produced or sold globally.

Instructions downloaded from an overseas retailer’s website may differ from those included with your actual pack. Ask a local pharmacist if you are unsure about the origin of the product or cannot understand its directions.

Why does camphor need safety restrictions?

Camphor can cause severe poisoning if swallowed. Potential effects of camphor overdose listed by MedlinePlus include seizures. Regardless of a jar’s small size or herbal associations, keep it out of children’s reach as you would other medicines.

If someone swallows Tiger Balm, contact a poison service or urgent medical service immediately for advice. Do not induce vomiting. Keep the packaging or container so that medical professionals can determine what substances were involved. Call emergency services if the person has a seizure, collapses or has trouble breathing.

Even though a product is marketed as providing temporary pain relief, neither the warming nor cooling sensation experienced by a consumer will confirm that an injury has resolved nor validate repeated applications.

Using a locally marketed balm

Always review the directions before applying a new jar or tube, even if you have used the brand for years. Ingredients and instructions vary between products. For example, the US Ultra Strength label says to consult a doctor for children aged 12 or younger, whereas the age directions in UK Red differ. Follow the instructions for the product you actually have.

  • Keep the balm away from eyes, the inside of the nose and other sensitive linings.
  • Avoid applying it to damaged, inflamed or irritated skin.
  • Do not cover treated areas with bandages or use a heating pad.
  • Consult a healthcare professional before use during pregnancy or breastfeeding.
  • Stop use and seek medical advice if you experience significant irritation or worsening symptoms.

According to the UK Red leaflet, fabric contaminated with ointment can catch fire more easily. Keep affected clothing and bedding away from cigarettes and naked flames.

Persistent pain requires proper assessment rather than a continuous search for increasingly potent creams and rubs.

Frequently asked questions

Is red Tiger Balm illegal because it is stronger?

Neither the colour nor “extra strength” labelling establishes legal status in your country. Check the ingredients, concentrations and intended market before buying. UK Tiger Balm Red is a marketed medicine; other countries may have different formulas and requirements.

Can I bring Tiger Balm home from abroad?

Before travelling, investigate the destination country’s medicine import rules for the exact product you intend to carry. Local sale and personal import are separate questions. Keep the original packaging, and do not assume that an answer about one country applies everywhere.

Does an online listing prove a jar is legal?

No. A marketplace listing represents an offer by the seller, not a compliance evaluation of the item listed for sale. Ask a pharmacist before buying or using a product if its packaging contains unclear ingredients, missing directions or an unfamiliar formula.
