1938 Los Angeles is a time and place deeply infused with social and political tension. However, this time, instead of a Victorian-era London filled with famous literary monsters, returning showrunner John Logan has placed the new Penny Dreadful: City of Angels in a 1930s Los Angeles in which Mexican-American folklore and real-world politics clash.
