Kaz, the leader of GT5, has had an early interview with Famitsu and the information is a little more detailed and covers some new features of GT5 as well elaborates more on GT5 career mode.
The track editor is now called course maker and its a simplified track editor kind of like PGR but a bit more detailed. You will be able to choose a theme for the track from an existing track ie. Tuscany and plot a circuit or point to point track. You can then make the road surface, apexes and etc, you can also simulate weather changes, whether you can edit and add dynamic weather is not stated.
Here is the official link, it is a very informative interview does not include course maker information as it is under embargo currently

Why are you two even comparing PGR to Gran Turismo? PGR is an arcade racer and Gran Turismo is the father of all car/racing sims.
