If you are not connected to Live then it is likely that you haven’t experienced the NXE as of yet.
Well Fox1 has come to your rescue by finding the instructions on how to upgrade your dashboard from your PC and it’s pretty easy really. Not quite as easy or convenient as the PS3 updates but at least it’s possible.
Just head on over to 360-hq and follow the simple instructions of downloading the update and slapping it onto a blank CD or DVD

Your flash drive must be formatted in FAT32… if you are using Vista, you can only use exFAT, which is not readable by the console. To format in FAT32, use command line and enter: format /fs:fat32 x: x is the drive letter.
Or use linux, which is a lot easier and works a lot better
